Iuliana Marcinschi
Iulia Marcinschi is a human rights and international development professional with over 15 years of experience in program management, grant-making, policy development and civil society support. She currently serves as Manager of Grants and Support at the World Organisation Against Torture (OMCT) in Brussels, where she leads the Grants and Support Unit. Her work focuses on strengthening financial and capacity strengthening systems, ensuring effective and compliant grant management, and supporting civil society organizations and human rights defenders working in challenging environments.
Previously, Iulia spent nine years at ILGA-Europe, where she managed a large portfolio of grants supporting LGBTI organizations across Europe and Central Asia, while contributing to policy and advocacy initiatives with European and international institutions. She has extensive experience across the full project and grant cycle, including program design, due diligence, financial oversight, partner accompaniment, monitoring, reporting and institutional fundraising. She has managed complex multi-country portfolios and worked extensively with EU and other institutional donors.
Her professional experience is complemented by a Certificate in the Study of Human Rights from Columbia University and a degree in Business Administration from the Academy of Economic Studies in Chisinau. Iulia works fluently in English, Romanian, Russian and French and is particularly focused on the intersection of human rights, democratic governance, holistic security, civic space and effective, locally grounded approaches to international cooperation.
